KOTA ( The City  ), Revealed At : Makkah 

بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ

فَكُّ رَقَبَةٍ

Fakku Raqabahin

(yaitu) melepaskan budak dari perbudakan,

It is the freeing of a slave
